Course Purpose

The purpose of this course is to provide a POST certified, recommended standard for Law Enforcement Chaplain Core Training for California.

This course is designed to prepare prospective and incumbent Law Enforcement Chaplains (LEC) to effectively deliver services to law enforcement personnel, their organizations and the communities they serve. The California POST Basic Law Enforcement Chaplain Course was developed as part of the CA Peace Office Standards and Training (POST) Master Instructor Certification (MICC3) program by Sr. Chaplain Ken Schlenker of CAREForce in 2011. This course utilized a subject matter master expert team of chaplains and senior law enforcement personnel (sergeant through chief of police) throughout the state in fulfillment of the POST Master Instructor Instructional System Design Instructor Development Institute.

The course went through extensive analysis, design, development, implementation and evaluation process with in-progress review and subject matter expert involvement The course was both researched and created to be a standard for the State of California for Law Enforcement Chaplaincy as the foundation for departments and agencies to build upon so that every agency in the state had chaplains trained to the same standard. For this purpose, CAREForce, formerly California Law Enforcement Chaplain Consortium (CALECC), was patterned off of the Dispatcher Training Program as the sole POST Presenter for the State rather than have it disseminated to multiple agencies. This was a two-year project that has since trained thousands of Law Enforcement Chaplains in California.

This 40-hour course is for those seeking to serve as a chaplain for a law enforcement organization within the State of California. The course focuses on the secular roles and responsibilities of a law enforcement chaplain and how these roles and responsibilities differ from those of clergy serving within a house of worship. The course employs adult student centered active learning has been designed as a learner-centered, problem-based, and interactive learning experience which focuses upon the types of incidents and interventions a chaplain may face while providing physical, emotional, and spiritual support services within a public safety organization.  

Target Audience

This course was developed to provide police agencies, chaplains, officers functioning as a chaplains and staff liaisons with a formalized curriculum and a process to instruct members of the clergy incumbent law enforcement chaplains (who have limited or no formal training as police chaplains).

Participating Agencies

Sheriff’s and Sheriff/Coroner Departments and Offices, Independent Coroners Offices, Municipal Police Departments, Public College and University Police Departments (all UC, all CSU, and many Community College and K-12 School District Police Departments), Public Safety Communication Centers, Transit Police Agencies (e.g. Bay Area Rapid Training District Police), District Attorney Investigators, County Probation and Welfare Fraud Departments.
